简要规则描述：为全面提升上海东方枢纽国际商务合作区道路管理水平，拟开展上海东方枢纽国际商务合作区先行启动区一期道路监控系统项目，以实现区内完善、高效的道路监管，确保车辆和人员的顺畅通行，提升城市管理和服务水平，提高商务活动的效率，提升合作区的整体形象，推动东方枢纽打造新时代国际开放门户枢纽新标。主要工程内容包括但不限于安装枪机、轻型护罩、超星光球机、二合一防雷器等。（具体数量及要求详见工程量清单）
Brief Specification Description: In order to comprehensively improve the road management level of Shanghai Oriental Hub International Business Cooperation Zone, it is planned to carry out the first-phase road monitoring system project of Shanghai Oriental Hub International Business Cooperation Zone, so as to realize perfect and efficient road supervision in the zone, ensure the smooth passage of vehicles and personnel, improve the level of urban management and service, improve the efficiency of business activities, enhance the overall image of the cooperation zone, and promote Oriental Hub to build a new international open gateway hub in the new era. The main project contents include but are not limited to the installation of bolt, light shield, super star ball machine, two-in-one lightning arrester, etc. (See bill of quantities for specific quantity and requirements)
合同履约期限：工期要求：项目总工期90日历天，其中施工工期30日历天，试运行及验收60日历天（计划开工日期：2025年09月22日）
The Contract Period: Duration requirements: The total duration of the project is 90 calendar days, including 30 calendar days for construction, 60 calendar days for trial operation and acceptance (planned commencement date: September 22, 2025).

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

4、具有电子与智能化工程专业承包二级及其以上资质；
5、具有安全生产许可证（有效期内）；
6、拟派项目负责人具有机电安装工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
7、业绩要求：无；
8、其他要求：无。
(c)Specific qualification requirements for this program: 3. It must be a legal person organization established in China according to law; 4, with electronic and intelligent engineering professional contracting level 2 and above qualifications; 5. Have a safety production license (within the validity period); 6. The person in charge of the proposed project has the qualification of a registered construction engineer of Grade II or above in mechanical and electrical installation engineering, has a valid certificate of safety production assessment, and has not served as the person in charge of other construction projects under construction; 7. Performance requirements: None; 8. Other requirements: None.
