简要规格描述或项目基本概况介绍、用途：本项目北起北横河，南至大治河，全长约7.06公里，规划河口宽53米，两侧陆域控制带各20米。河口宽按规划53米实施，两侧陆域控制带结合现状因地制宜按0-6米布置防汛通道和绿化。主要建设内容是:河道开挖与疏拓工程、桥涵工程、护岸工程、绿化工程、防汛通道及相关附属工程。本次采购内容为该项目的代建服务。
Brief specification description or basic overview of the project: This project spans from Beiheng River in the north to Dazhi River in the south, with a total length of approximately 7.06 kilometers. The planned width of the estuary is 53 meters, and the land control zones on both sides are each 20 meters wide. The estuary width will be implemented according to the plan of 53 meters, and the land control zones on both sides will be arranged with flood control channels and greening ranging from 0 to 6 meters based on the current situation and local conditions. The main construction contents include river channel excavation and dredging works, bridge and culvert works, revetment works, greening works, flood control channels, and related ancillary works. The procurement content this time is the construction agency service for this project.

按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目采购的外环运河（北横河-大治河）河道建设工程代建服务属于商务服务业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support SME policies: This project is specifically targeted at SME procurement, and no price discounts will be applied to SME products during the evaluation process. (c)本项目的特定资格要求：（1）未被“信用中国”（www.creditchina.gov.cn）和中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；
（3）本项目不接受联合体投标。
