简要规则描述：为进一步切实提高市民的安全感，在遇到紧急状况需要帮助时，为公安机关出警、消防、医疗救助等方面的处置赢得宝贵时间，拟继续通过公开采购的方式，选取合格的供应商对楼下佳苑小区等8处平安屋点位进行日常运行管理。（具体详见第三章采购需求书）
Brief Specification Description: To further enhance the sense of security among citizens and secure valuable time for emergency response by public security, fire, and medical services when assistance is needed, it is proposed to continue selecting qualified suppliers through open procurement to manage the daily operations of eight Safe House locations, including the Louxia Jiayuan residential area (see Chapter 3 for detailed procurement requirements)

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）具备省市级公安部门核发的有效的“保安服务许可证”；
（5）项目不允许转包。
