简要规则描述：市政设施零星维修主要为:非机动车划线、板泉路整治禁车柱52根、反光柱42根、人非隔离栏416m、农桥维修：桥面、栏杆、伸缩缝、标志标牌；改造新型窨井及防坠网；林悦路雨污水管改造；公厕适老适幼改造5座等（具体工作内容及要求详见竞争性磋商文件、工程量清单及图纸）。
Brief Specification Description: The minor maintenance of municipal facilities mainly includes: marking of non-motorized vehicles, renovation of 52 no-vehicle posts and 42 reflective posts on Banquan Road, 416 meters of pedestrian and non-motorized vehicle isolation barriers, and maintenance of rural Bridges: bridge deck, railings, expansion joints, and signboards. Renovate new types of manholes and anti-fall nets; Renovation of rainwater and sewage pipes on Linyue Road Five public toilets will be renovated to be suitable for the elderly and children, etc. (For specific work contents and requirements, please refer to the competitive negotiation documents, bill of quantities and drawings.)

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。
(b)Qualification requirements to be met to implement government procurement policies: (1) The project implements the "Notice on Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2022] No. 19). (2) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises. (3) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises......（For details, please refer to the Chinese announcement）
(c)本项目的特定资格要求：3、要求具备市政公用工程施工总承包三级及其以上资质；4、具有有效的安全生产许可证；5、项目经理具有市政公用工程二级建造师及其以上资格，并具有有效的安全生产考核证书，且不得在其他项目担任项目负责人；6、本项目仅面向中、小、微型等各类供应商采购；7、本项目不允许转包。
(c)Specific qualification requirements for this program: 3. It is required to possess a Grade 3 or above general contracting qualification for municipal public works construction. 4. Possess a valid work safety license; 5. The project manager must hold a second-level or higher qualification as a constructor in municipal public works, possess a valid safety production assessment certificate, and must not concurrently serve as the project leader for any other project. 6. This project is only open for procurement from various types of suppliers, including medium, small and micro ones. 7. Subcontracting is not allowed for this project.
