简要规则描述：2025年永泰社区居委办公用房及活动用房修缮项目主要对永泰社区范围内居委以及社区中心进行修缮，提升办公环境，主要内容包括地面翻新、涂料铲除重刷、门窗更换、居委入口混凝土地坪拆除重做、外墙面涂料翻新、屋面维修、灯具更换等。（具体数量及要求详见工程量清单）
Brief Specification Description: In 2025, the renovation project of office buildings and movable houses of Yongtai Community Neighborhood Committee will mainly repair neighborhood committees and community centers within Yongtai Community to improve the office environment. The main contents include ground renovation, paint removal and repainting, door and window replacement, concrete floor removal and redoing at neighborhood Committee entrance, exterior wall paint renovation, roof maintenance and lamp replacement. (See the bill of quantities for specific quantity and requirements)
合同履约期限：工期要求：施工工期180日历天（以采购人指令为准），计划开工日期：2025年10月09日。
The Contract Period: Duration requirements: the construction period is 180 calendar days (subject to the instruction of the purchaser), and the planned commencement date is October 9, 2025.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

4、建筑工程施工总承包三级及其以上资质；
5、具有安全生产许可证（有效期内）；
6、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
7、业绩要求：无；
8、其他要求：无。
(c)Specific qualification requirements for this program: 3. It must be a legal person or an unincorporated organization established in China according to law; 4, construction general contracting level 3 and above qualifications; 5. Have a safety production license (within the validity period); 6. The person-in-charge of the proposed project has the qualification of registered construction engineer of Grade II or above in construction engineering, has a valid certificate of safety production assessment, and has not served as the person-in-charge of other construction projects under construction; 7. Performance requirements: None; 8. Other requirements: None.
