简要规格描述或项目基本概况介绍、用途：对浦东新区外环线以外川沙新镇、张江镇等6个镇的道路红线范围内埋设的给水、燃气、排水、电气、通信、工业、其它等城市地下管线及部分长输管线进行管线普查，形成综合管线图、专题管线图。同时采集管线要素、道路要素，制作地上管线附属设施、地表道路和地下管线的三维模型。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: The underground pipelines of water supply, gas, drainage, electricity, communication, industry and other cities and some long-distance pipelines buried within the red line of roads in six towns, such as Chuansha New Town and Zhangjiang Town, outside the outer ring road of Pudong New Area, were surveyed to form a comprehensive pipeline map and a special pipeline map. At the same time, pipeline elements and road elements are collected, and three-dimensional models of above-ground pipeline ancillary facilities, surface roads and underground pipelines are made. 合同履约期限：自合同签订之日起12个月。
The Contract Period: 12 months from the date of signing the contract.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业享受10%的价格折扣；（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is not specifically for purchasing small and medium-sized enterprises, and small and micro enterprises enjoy a 10% price discount during the evaluation; (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）须具有有效的乙级及以上测绘资质证书（专业类别包括工程测量）；
（5）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law; (4) Must have a valid Grade B or above surveying and mapping qualification certificate (professional category includes engineering survey); (5) Subcontracting is not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
