Bidding of Owner’s Engineer and Supervision

  Vetrozelena 300 MW Wind Farm Project

1. Tender Conditions

This tender project is the Vetrozelena 300 MW Wind Farm Project, the owner of the project is VETROZELENA DOO BEOGRAD-VRAČAR, the construction funds are self-raised by the Owner. And the Employer is VETROZELENA DOO BEOGRAD-VRAČAR. The project is eligible for bidding, and the bidding for Owner’s Engineer and Supervision of the Vetrozelena 300 MW Wind Farm Project is now open.

2. Overview of project and Scope of works

This project is located in the city of Pancevo, central Serbia. Covering an area of approximately 4,500 hectares, the wind farm is situated about 20 km from downtown Pancevo and approximately 40 km east of the capital city Belgrade. With a total installed capacity of 300 MW, the project involves installing 48 wind turbines each rated at 6.25 MW. The planned construction period is 24 months, followed by an operational period of 30 years.

The scope of works includes, but is not limited to the following: review of design and technical documentation, supervision and quality control of construction works, monitoring of schedule, cost, and HSE performance, coordination among project stakeholders, review and assessment of contractor’s documents and claims, support in commissioning, testing, and handover, preparation of reports and records as required by the Employer and Serbian law, and provision of technical and contractual advice to ensure the Project’s successful completion and compliance.

Owner’s Engineer and Nadzor service period shall cover the period from NTP to FAC, which is estimated as 19 months (PAC) + 5 months (FAC).

The design review work may start prior to the NTP being issued, which means during the LNTP period (NTP – 4 months), the OE might be instructed to review the PZI design. This part of work shall be included in the total amount, which means the OE will not be paid in advance and separately for this early work.

3. Request of Qualification (Eligible Bidders)

3.1 The Participant should possess the relevant qualifications and licenses to act as a Project Supervisor and Owner’s Engineer for the construction of wind power generation projects, especially wind power projects in Serbia.

3.2 The Participant should provide proof of the company's financial situation in the past three years, such as audited financial reports.

3.3 The Participant should demonstrate at least one relevant project experience and performance as a Project Supervisor and Owner's Engineer in Serbia.

3.4 The Participant should prove that it has no fewer than 30 full-time engineers.

3.5 The Participant shall provide suitably qualified personnel to fill the following positions. For each position should meet the experience requirements specified below:

3.6 The Participant should provide Quality Health Safety and Environment Management System Certifications or management experience.

4. Applicable Standards

It is the Tenderer’s responsibility to acquaint himself with the relevant standards, norms, health and safety legislation applicable in the country and any other specific requirements under the Contracts.

All equipment, materials, goods and works used or undertaken in the construction of the Plant, shall be new, designed, manufactured and installed according to EU technical standards, according to sound engineering practice, and to relevant EN, IEC, BS, DIN and VDE.

All Works shall be constructed using the best Engineering principles and practices and should be documented in accordance with ISO 9001 or similar international standards.

Relevant requirements for the Tenderer will be to meet objectives of ISO14001 and OHSAS18001 as well as:

5. Acquisition of Bidding Documents

 Intending bidders may obtain the bidding documents through one of the following channels during the period from 10:00 AM on November 14, 2025 to 10:00 AM on December 4, 2025 (Serbia Time):

         Log in to the electronic bidding platform specified in Clause 6 of this Chapter;

         Send a request via email;

         Collect in person at the Employer’s office.

6. Submission of Tender Documents

The deadline for submitting bidding documents is 10:00 AM on December 5, 2025 (Serbia Time). Bidders shall submit electronic bidding documents to the Employer via the PowerChina Electronic Bidding Platform (http://bid.powerchina.cn/). In case the platform is unavailable, bidders may copy the electronic version of the bidding documents to a USB flash drive and submit it to the Tenderer's Office together with the paper version of the bidding documents.Any bidding documents submitted after the deadline will be rejected.
