本 贝宁海事终端技术支持项目潜水技术服务 招标项目招标人为中国石油大港尼日尔工程有限公司 ，项目资金来自 工程款，出资比例100% 。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。
The bidding project name is Diving Technology Services For The Benin Maritime Terminal Technical Support Project. The tenderee is CNPC Niger Engineering Co., LTD. and the project funds come from project funds, contribution ratio 100%. The bidding project has implemented the relevant procedures of reporting and approval and filing as required, and been qualified for inviting companies to participate in this bid.

2. Project Overview and Tendering Scope
项目概况：定期对海底管道、SPM系统等设备及其他附属设施进行检查和维护，及时消除安全隐患。完成潜水的日常记录，如潜水日志、潜水设备维护维修日志、备品消耗品记录等，确保日志和记录的完整性和有效性。开展贝宁海事终端现场的潜水服务、提供潜水设备及备件，按时检修维护潜水设备，及时维修、替换无法使用的潜水设备，确保潜水设备时刻处于备用状态。实施并协助岸上沟通协调工作。
Project Overview: Regularly inspect and maintain subsea pipelines, SPM (Single Point Mooring) Systems and other equipment as well as other auxiliary facilities, and timely eliminate potential safety hazards.Complete daily diving-related records, such as diving logs, maintenance and repair logs for diving equipment, and records of spare parts and consumables, to ensure the completeness and validity of the logs and records.Provide on-site diving services at the Benin Maritime Terminal, supply diving equipment and spare parts, conduct scheduled inspection and maintenance on diving equipment, promptly repair or replace non-functional diving equipment, and ensure diving equipment remains in standby condition at all times.
Perform and assist in onshore communication and coordination work.
招标范围：为本项目提供潜水人员4人（1个潜水监督，3个潜水员），潜水设备1套，定期对贝宁海事终端海底管道、SPM 系统等设备及其他附属设施进行检查和维护，及时消除安全隐患。完成潜水、船舶码头日志的日常记录，潜水设备维护维修日志备品消耗品记录等。按时检修维护潜水设备，及时维修、替换无法使用的潜水设备，确保潜水设备时刻处于可用状态，按工作需求开展贝宁海事终端现场的潜水服务。
Provide 4 diving personnel (1 diving supervisor and 3 divers) and 1 set of diving equipment for this project. Regularly inspect and maintain subsea pipelines, SPM (Single Point Mooring) systems and other equipment as well as other auxiliary facilities at the Benin Maritime Terminal to timely eliminate potential safety hazards.Complete daily records of diving logs and ship & terminal logs, as well as maintenance and repair logs for diving equipment and records of spare parts and consumables. Conduct scheduled inspection and maintenance on diving equipment, promptly repair or replace non-functional diving equipment, and ensure diving equipment remains in usable condition at all times. Provide on-site diving services at the Benin Maritime Terminal in accordance with work requirements.
服务期限：计划自2025年11月14日至2026年11月13日，服务周期暂定365天，最终服务期限以招标人实际安排为准；
Service Period : The planned service period is from November 14, 2025, to November 13, 2026, tentatively set at 365 days. The final service duration will be subject to the actual arrangement by the tenderer.
3、投标人资格要求
3. Qualification Requirements for Bidders
3.1 本次招标不接受联合体投标。
3.1 This tender does not accept consortium bids.
3.2本次招标要求投标人须具备相关的海洋工程水下作业的资质认证，如具备中国潜水打捞协会颁发的潜水作业二级及以上证书、ADCI会员证书或贝宁政府认可的相关证书。在人员、设备、资金等方面具有相应的能力，提供服务于该项目的潜水监督、潜水员应具有至少一项类似业绩，并提供相应证明文件。（注：本招标文件中所称类似业绩指以下业绩：(1)CALM式单点系泊系统或FPSO系统的水下设备检查、维护配合作业相关业绩，至少包括水下索具、基盘、浮筒、水下软管及脐带缆、漂浮软管和系船缆的检查、维护或拆装等工作；(2)码头水下设施的维护服务以及港区协助潜水业绩；(3)系泊作业前后的检查，以及油轮装油作业期间的辅助支持工作相关业绩。（4）拖轮(5000HP及以上)或其它大型船舶船体水下检验相关业绩。
3.2 Bidders must possess relevant marine engineering underwater operation qualifications and certifications, such as：A Diving Operation Class 2 or higher certificate issued by the China Diving and Salvage Association (CDSA)、An Association of Diving Contractors International (ADCI) membership certificate、Other relevant certificates recognized by the Benin government.Bidders must demonstrate corresponding capabilities in personnel, equipment, and financial resources. The diving supervisor and divers provided for servicing this project must have at least one similar performance. Corresponding supporting documents shall be provided.(Note: Similar performances referred to in this tender document mean the following:(1)Performance related to the inspection, maintenance, and supporting operations of underwater equipment for CALM-type Single Point Mooring (SPM) systems or FPSO systems, which shall include at least the inspection, maintenance, or installation/removal of underwater slings, base plates, buoys, underwater hoses & umbilicals, floating hoses, and mooring hawsers.(2)Performance in maintenance services for subsea facilities of wharves/piers. (3) Performance related to pre- and post-mooring inspections and auxiliary support work during tanker loading operations. (4)Performance records related to the underwater hull survey of tugboats (5,000 HP and above) or other large vessels.
3.3 潜水监督的资格要求：投标人拟派的潜水监督须确保在项目期间具备有效的潜水监督相关证书(CDSA、ADCI或贝宁政府认可)，具有同类型项目潜水作业管理经验；在本项目任职期间未同时在其他项目任职。
其他主要人员要求：应具备潜水员相关证书(CDSA、ADCI或贝宁政府认可)，且在项目期间有效；在本项目任职期间未同时在其他项目任职；
投标人需提交所有参与项目实施人员的简历，符合招标人要求的人员，未经招标人书面许可不得更换。
3.3 Qualifications for Diving Supervisor: The Diving Supervisor proposed by the bidder shall hold a valid Diving Supervisor Certificate (recognized by CDSA, ADCI, or the Government of Benin) for the entire project duration. The supervisor must possess proven management experience in similar diving operations. During the tenure for this project, the Diving Supervisor shall not hold concurrent positions in any other projects.
Requirements for Other Personnel: All other diving personnel shall hold valid Diver Qualification Certificates (recognized by CDSA, ADCI, or the Government of Benin) for the project duration. During their tenure on this project, they shall not hold concurrent positions in any other projects.
The bidder shall submit detailed resumes for all personnel proposed for the project. Any personnel approved by the Tenderee (Client/Owner) shall not be replaced without the Tenderee's prior written consent.
3.4投标人应按照设计规格书中的要求实施全部工作，投标文件中必须确定潜水监督，一旦中标，潜水监督不得更换，且保证合同期内每天在施工现场，如发现更换潜水监督或潜水监督不在施工现场，招标人有权终止合同，并要求中标人赔偿由此造成的损失。投标人应遵守安全生产的有关规定，严格按安全标准组织作业，采取必要的安全防护措施，消除事故隐患。
3.4 The Bidder shall execute all work in strict accordance with the requirements specified in the Design Specifications.The Bidder must designate a Diving Supervisor in the tender documents. Once awarded the contract, the Diving Supervisor shall not be replaced. Furthermore, the Supervisor must be present at the construction site daily throughout the contract period. If the Diving Supervisor is replaced or found not to be present on-site, the Tenderee shall have the right to terminate the contract and claim compensation from the successful bidder for any losses incurred as a result.
3.5 财务要求：财务状况良好。投标人应提供近3年（2022-2024）经审计的财务报告，能够按要求提交投标保证金。投标人的成立时间晚于投标人上述规定年份的，应提供成立以来的财务报告，（2024年财务报告的未完成的，可提供2021年-2023年财务报告。)
3.5 Financial Requirements:The bidder shall have a sound financial status. It shall provide audited financial reports for the past 3 years (2022-2024) and be able to submit the bid security as required. If the bidder was established later than the above-specified years, it shall provide financial reports since its establishment. If the 2024 financial report has not been completed, the financial reports for 2021-2023 may be provided instead.
3.6信誉要求：在国家企业信用信息公示系统（http://www.gsxt.gov.cn)、信用中国网站（www.creditchina.gov.cn）无异常或不良记录。最近三年内（2022-2024年）未发生重大事故，无经济纠纷。投标人未被中国石油天然气集团有限公司暂停投标资格或取消投标人资格。
3.6 Credit Requirements:The bidder shall have no abnormal or bad records on the National Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn) and Credit China Website (www.creditchina.gov.cn).It shall have no major accidents or economic disputes in the recent 3 years (2022-2024).The bidder shall not have been suspended from bidding qualification or disqualified as a bidder by China National Petroleum Corporation (CNPC).
3.7 其它要求：近3年内投标人未曾因安全生产或质量原因受到国家相关部门或以往业主的处罚。投标人未被中国石油天然气集团有限公司/中国石油管道局工程有限公司列入黑名单、暂停投标资格或取消投标人资格。国家规定必须具备的其它资格条件。投标人应按照设计规格书中的要求实施全部工作，投标文件中必须确定现场负责人或授权代理人，一旦中标，现场负责人不得更换，且保证合同期内每天在施工现场，如发现更换现场负责人或现场负责人不在施工现场，招标人有权终止合同，并要求中标人赔偿由此造成的损失。投标人在作业前要对其在现场的工作人员进行安全技术教育，并对他们的安全负责；投标人应遵守安全生产的有关规定，严格按安全标准组织作业，采取必要的安全防护措施，消除事故隐患。
3.7 Other Requirements:The bidder shall not have been penalized by relevant national authorities or previous owners due to work safety or quality issues in the past 3 years.The bidder shall not have been included in the blacklist, suspended from bidding qualification, or disqualified as a bidder by China National Petroleum Corporation (CNPC) / China Petroleum Pipeline Engineering Corporation (CPPE).The bidder shall meet other qualification requirements mandated by the state.The bidder shall implement all work in accordance with the requirements specified in the design specification. An on-site person-in-charge or authorized agent must be identified in the bid documents. Once awarded the bid, the on-site person-in-charge shall not be replaced and shall be present at the construction site every day during the contract period. If the on-site person-in-charge is replaced or absent from the construction site, the tenderer shall have the right to terminate the contract and require the successful bidder to compensate for the losses caused thereby.Before commencing work, the bidder shall provide safety technical education to its on-site staff and assume responsibility for their safety. It shall comply with relevant work safety regulations, organize work in strict accordance with safety standards, take necessary safety protection measures, and eliminate potential accidents.
