简要规格描述或项目基本概况介绍、用途：世博村路300号作为辖区内市级部门办公地，以300号为中心的“胶南路-世博大道-雪野路-华丰路-浦东南路-胶南路”合围区域被列为市级市容环境重点合围区域和保障范围，为进一步提升沿江片区市容环境卫生工作管理水平，拟通过公开的方式购买市容辅助服务，加强该合围区域的市容保障力量。（具体详见第三章服务需求书）
Brief specification description or basic overview of the project: No.300 Expo Village Road is the office of municipal departments within its jurisdiction, and the enclosed area of "Jiaonan Road-Expo Avenue-Xueye Road-Huafeng Road-Pudong South Road-Jiaonan Road" centered on No.300 is listed as the key enclosed area and guarantee scope of municipal city appearance and environment. In order to further improve the management level of city appearance and environmental sanitation work along the Yangtze River, it is planned to purchase city appearance auxiliary services in an open way and strengthen the city appearance support force of this enclosed area. (See Chapter III Service Requirements for details)
合同履约期限：本项目一次采购三年有效，合同一年一签，本次合同期限为2025年11月20日至2026年11月19日，具体以合同签订日期为准。
The Contract Period: This project is valid for three years, and the contract is signed once a year. The term of this contract is from November 20, 2025 to November 19, 2026, subject to the date of signing the contract.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of SMEs in government procurement, and support the policies of SMEs: This project is specially for the procurement of SMEs, and the products of SMEs are not subject to price discounts during the review; (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）具有省市级公安部门核发的有效的《保安服务许可证》；
（5）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law (this project does not accept branches to participate in procurement activities in their own names); (4) It has a valid Security Service License issued by the provincial and municipal public security departments; (5) Subcontracting is not allowed for this project.
