简要规则描述：本项目拟选取一家合格供应商完成前滩区域内及周边道路相关交通秩序维护、管理，卡口交通安全检查巡逻，护校交通秩序维护管理，临时交通检查任务，车辆、装备保障等服务，并根据上海市公安局浦东分局交警支队第五大队交通管理部门的要求执行勤务，本项目年度工作量不少于50112小时。（具体详见第三章采购需求书）
Brief Specification Description: This project plans to select a qualified supplier to complete the maintenance and management of traffic order related to roads in and around the Qiantan area, traffic safety inspection and patrol at bayou, traffic order maintenance and management of school nursing, temporary traffic inspection tasks, vehicle and equipment support and other services, and perform duties according to the requirements of the traffic management department of the fifth brigade of the traffic police detachment of Pudong Branch of Shanghai Public Security Bureau. The annual workload of this project is not less than 50,112 hours. (For details, please refer to Chapter III Procurement Requirements)
合同履约期限：服务期限12个月，具体以合同签订日期为准。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠； （2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of SMEs in government procurement, and support the policies of SMEs: This project is specially designed for the procurement of SMEs, and the products of SMEs are not subject to price discounts during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：(3)须具备省市级公安部门核发的有效的《保安服务许可证》；
(4)须系依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
(5)本项目不允许转包。
(c)Specific qualification requirements for this program: (3) Must have a valid "Security Service License" issued by the provincial and municipal public security departments; (4) It must be a legal person or an unincorporated organization established according to law (this project does not accept branches to participate in procurement activities in their own names); (5) Subcontracting is not allowed for this project.
