简要规则描述：本项目旨在充分利用“环保管家”在专业技术和人力资源方面的优势，提高环境管理的精细化、系统化、科学化水平。同时督促企业主动落实环保主体责任，帮助企业解决环保问题。按照环保法律法规及相关技术规范，运用科学专业的检查手段，协助环境管理部门对企业开展核查监管。通过专业化技术服务，减轻街镇（园区）环境管理业务负担，提高街镇（园区）环境治理水平，促进环境管理的公开公正。（具体详见第三章采购需求书）
Brief Specification Description: This project aims to fully leverage the advantages of "environmental protection managers" in professional technology and human resources to enhance the refinement, systematization and scientific level of environmental management. At the same time, urge enterprises to take the initiative to fulfill their primary responsibility for environmental protection and help them solve environmental protection problems. In accordance with environmental protection laws, regulations and relevant technical standards, scientific and professional inspection methods are employed to assist environmental management departments in conducting verification and supervision of enterprises. (For details, please refer to Chapter Three of the Procurement Requirements Document.
合同履约期限：服务期限为2025年11月9日至2026年11月8日。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price deduction benefits will be implemented for micro and small enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
