简要规格描述或项目基本概况介绍、用途：为泥城镇进一步推进市容环卫事业健康有序发展，确保泥城辖区市容环境整洁靓丽有序现进行新一轮的年度保洁管理服务项目政府采购工作。服务内容1.市容环卫保洁；2公厕日常管养；3.农村家庭生活垃圾上门收集；4.垃圾厢房管理；5.公厕、垃圾厢房水电费用服务；6.其他需要兜底处置服务等。
Brief specification description or basic overview of the project: To further promote the healthy and orderly development of urban and environmental sanitation in Nicheng Town, and ensure a clean, beautiful and orderly urban environment in the jurisdiction of Nicheng, a new round of government procurement work for annual cleaning management service projects is being carried out. Service content: 1. City appearance, environmental sanitation and cleaning; 2. Daily maintenance of public toilets; 3. Door to door collection of household waste in rural areas; 4. Garbage room management; 5. Water and electricity fee services for public toilets and garbage rooms; 6. Other backup disposal services are required.
合同履约期限：自合同签订之日起一年（本项目一招三年），服务期满经考核，工作绩效良好的，可以再续签下一年。
The Contract Period: From the date of contract signing for one year (three years for this project), if the service period is completed and the work performance is good after assessment, it can be renewed for the next year.

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府 采购中的份额，扶持小微企业政策：本项目（是）专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, small and micro enterprise products will not be subject to price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（1）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（2）本项目面向中小企业（含中型、小型、微型企业，下同）采购。
(c)Specific qualification requirements for this program: (1) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (2) This project is aimed at procurement for small and medium-sized enterprises (including medium, small, and micro enterprises, the same below).
