简要规则描述：方竹龙光居委筹备组办公地点拟设置于方鼎路180号,为满足居委办公及居民活动用房需求，拟对冬霖悦庭及冬霖悦庭扩区公建配套用房进行装修，项目总建筑面积约840.92平方米，本次主要对居委会用房、治安联防站、老年活动室、文化活动室、生活服务点、便利店等进行装修改造。
Brief Specification Description: The office of the Fangzhu Longguan Community Committee Preparation Group is planned to be set up at No. 180 Fangding. To meet the needs of the community committee office and residents' activities, it is proposed to renovate the public supporting facilities of Donglin Yuecheng and Donglin Ycheng Expansion Area, with a total construction area of about 840.92 square meters. This time, the main renovation and transformation are the community committee office the public security joint defense station, the senior citizen activity room, the cultural activity room, the life service point and the convenience store.
合同履约期限：66日历天。2025年9月25日-2025年11月30日（暂定，具体开工日期以业主通知为准）。
The Contract Period: 66 calendar days. September 25, 2025 - November 30, 2025 (tentative, the actual start date shall be subject to the notice from the Owner).

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：3、具有建筑工程施工总承包三级及其以上资质，且具备有效的安全生产许可证；
4、供应商拟派项目经理须具有建筑工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在上海市建筑建材业网站上查询为准；
5、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
6、本项目仅面向中小企业（含中型、小型、微型企业）采购。
(c)Specific qualification requirements for this program: 3. Possess the qualification of general contracting of construction projects at level III or above, and have a valid safety production license;
4. The's proposed project manager must have a second-level (or above) registered constructor qualification in the field of architectural engineering, possess a valid safety production assessment certificate, and the person in charge of this project is subject to verification on the website of Shanghai Building and Building Materials Industry;
5. Suppliers that meet the provisions of Article 17 of "Guiding Opinions on Connecting with International High-Standard Economic and Trade Rules and Promoting the Reform of Government Procurement in Pilot Areas" (Shanghai and Procurement [2024] No. 12) are not allowed to participate in the procurement activities of this project.
6. This project is open to small and medium-sized enterprises (including medium-sized, small-sized, and micro-sized enterprises) for procurement.
