(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（是）专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策。

(c)本项目的特定资格要求：3、其他资格要求：
（1）本次招标需要网上投标，投标人必须获得上海市电子签名认证证书（CA认证证书）；
（2）具有有效的营业执照或相关证件；
（3）具有承接本项目的人员、设备、场所等相关条件；
（4）投标截止之日前三年内，在政府采购活动中无不良行为记录；
（5）公司资产状况良好，依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
（6）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动。
（7）本项目专门面向中小企业采购。
（8）是否允许联合体投标：不允许。
