简要规则描述：为强化河长制工作成效，保障水环境质量，现拟对高桥镇高新河等周边区域污水纳管进行施工，最大流量约10m³/h，最大管径约300mm，工程主要内容包括：截污纳管、新建窨井、提升泵等管网工程；水泥路面道路修复；封堵排污口等。（具体数量及要求详见工程量清单/图纸。）
Brief Specification Description: To enhance the effectiveness of the River Chief System and ensure water environmental quality, it is now planned to carry out the construction of sewage pipe connection in the surrounding areas such as Gaoxin River in Gaoqiao Town. The maximum flow rate is approximately 10m³/h, and the maximum pipe diameter is about 300mm. The main contents of the project include: sewage interception and pipe connection, new manholes, lift pumps and other pipe network works. Repair of cement pavement roads Seal off sewage outlets, etc. (For specific quantities and requirements, please refer to the bill of quantities/drawings.)
合同履约期限：本项目施工工期40日历天，计划开工日期：2025年10月30日（暂定，具体开工日期以采购人通知为准）
The Contract Period: The construction period of this project is 40 calendar days. The planned start date is October 30, 2025 (tentative. The exact start date is subject to the notice from the purchaser).

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目专门面向中小企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：1、具有市政公用工程施工总承包三级及其以上资质；
2、具有安全生产许可证（有效期内）；
3、拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
4、业绩要求：无；
5、其他要求：无。
(c)Specific qualification requirements for this program: 1. Possessing a Grade 3 or above general contracting qualification for municipal public works construction; 2. Possess a valid work safety license; 3. The proposed project leader should hold a second-level or higher registered constructor professional qualification in municipal public works, possess a valid certificate of qualification for safety production assessment, and not be concurrently serving as the project leader of any other ongoing construction project. 4. Performance requirements: None; 5. Other requirements: None.
